The future of Rugby League on the Tweed

The community was invited to comment on the Draft Piggabeen Sports Complex Masterplan - a ten year plan for the Tweed’s favourite rugby league sporting facility.


Why we’re doing this?

This project is part of our Open Space Strategy 2019-2029, the overarching framework and strategic direction for public open space planning in the Tweed Shire for the next 10 years.

The Piggabeen Sports Complex is a sporting venue situated in the suburb of Tweed Heads West, New South Wales. Predominantly used as a rugby league ground, it is the home ground of the Tweed Heads Seagulls, who play in the Queensland Cup. The ground is also used by the club's junior rugby league teams as well as local residents for general recreation.

The Draft Piggabeen Sports Complex Masterplan will provide a long term vision for the Complex, identifying the key existing and future users of the facility, what the site should look like and how it should and could function in the future. The Draft Masterplan will consider the next 10 year period from 2022 to 2032 and guide future sports infrastructure development and investment, both by Council and the club(s) through funding applications and/or club capital investments.


What is a masterplan?

A masterplan is a long-term vision for how an area can be cared for and/or developed into the future. It may express how an area can grow and change over time. It can also express a commitment that an area remains the same or be preserved.


What’s in the Draft Piggabeen Sports Complex Masterplan?

Piggabeen is home to the Tweed Seagulls Rugby League Club who play in the QRL and also the Tweed Seagulls Juniors. The masterplan will define a shared vision for the Piggabeen Sports Complex and will inform Council applications for funding in the future.

The Draft Masterplan proposes improvements to:

• Car parking

• Pathways

• Entry and bus drop-off zone

• Multi-use space for Junior Rugby League and other local users

• Re-alignment of the main playing field to gain space for a second field

• Spectator seating and lighting

• Maintenance sheds and fencing

• Drainage and bank remediation

• Amenities buildings

• A new neighbourhood playground

The three proposed upgrades will be delivered in the following stages:

1. Spectator improvements: lighting, seating, footpaths, landscape, water management, field alignment (1-3 years).

2. Capacity and access: car parking, bus drop off (4-6 years).

3. Building consolidation: dressing room demolition + new build northern end of grandstand (7-10 years).

Partnering with the community

A Stakeholder Working Group consisting of the users of the club was developed to assist in the preparation of the draft masterplan. To help us draft the masterplan drawings, Council hosted meetings with the Stakeholder Working Group and an external consultant to explore the issues and opportunities for the site. These drawings are now being presented to Tweed residents for comment and feedback.

Online Community Conversation

An online community conversation was held on Monday 13 December 2021 to discuss the concept plan in more detail.


What's next?

The project team will review the community feedback and incorporate it when they prepare the final Master Plan. Then the updated master plan will go to Council who will make the final decision.
