Draft Tweed Development Control Plan 2009 (DCP) Section A1 Amendment now on Exhibition


A Draft Amendment to the Tweed Development Control Plan (DCP) 2008 Section A1 Residential and Tourist Development Code is now on public exhibition.

The exhibition period runs from Wednesday 31 October 2018 to Friday 30 November 2018.

The primary purpose of the amendment, in response to the outcomes of the Fingal Head Building Height Review and Council’s resolution of 5 October 2017, is to:

  • Incorporate a two storey character design limit for Fingal Head; and
  • Incorporate shire wide development design guidance for rooftop terraces.

The amendment also updates associated references within the document, including the definition of rooftop terraces.

They are also available for viewing at the Murwillumbah Civic Centre and Tweed Heads Civic Centre from 8.00am to 4.15pm weekdays.

    Council's Planning Committee meeting on 5 October will consider a comprehensive report detailing feedback received during a second community consultation workshop on the Fingal Head Building Heights Review.

  • Fingal Head residents share views on values

    Fingal Head residents have been sharing what they value about their village as part of a project to review building heights and related planning issues in the area.

    More than 130 responses were received to a community survey looking at building and height issues in Fingal Head and 80 residents attended two initial community drop-in conversations about the project.

    Last week, a further community conversation workshop was held to feed back information from the survey and to discuss building heights as they relate to specific precincts in Fingal Head.

    Council's Unit Coordinator, Strategic Planning and Design, Iain Lonsdale said more than 40 people attended the workshop including a strong representation from the local Aboriginal community.

    "Fingal Head residents clearly care very deeply about the character of their community and are passionate about contributing to help shape future planning," he said.

    "This latest community conversation was a deliberative workshop where residents could look a little deeper at building heights and put forward options for the planning measures they believe are most appropriate.

    "The idea is to give the community an opportunity to contribute in a significant way and to draw on their creativity and local knowledge.

    "We'll take all the information from the surveys and the workshops, compile it for a report to go back to the community, before we present it to the elected Council to make a decision about the next steps for planning in Fingal Head."

    Community Conversation 02 to be held at Fingal Head Public School Hall

    Wednesday 14th June 2017

    5:00pm

    Council officers will be hosting the Fingal Head Building Height Review Community Conversation 02 on Thursday 14th June at the Fingal Head Public School Hall, beginning at 5:00pm and continuing until approximately 8:00pm.

    At this next session we will present and discuss the feedback gained from our conversations with you and from the Fingal Head Height of Buildings Community Survey. Our goal is to find common ground on issues where there is a point of difference and explore options for moving forward with a policy response for the elected Councillors to consider.

    The evening will follow a structured format, and will be hosted by a staff member from Council’s Communications Unit. It is designed to be participatory (working in small groups) and collaborative, with the Strategic Planning & Urban Design staff on hand to provide technical advice and answer planning and design related questions.

    If you would like to guarantee your place at one of the workgroup tables it is essential that you register your attendance. For everyone else attendance is welcome and we will endeavour to accommodate an opportunity for their participation.

    Fingal height of building review update – April 2017

    Following on from our first community consultation with Fingal Heads residents in March 2016, Council’s Strategic Planning Staff been progressing the Fingal Heads Height of Building Review by undertaking the following stages of the project:

    Development of a Project Plan – Council has initiated a project and communications plan and has developed a project plan methodology. A diagram of the project plan with an indicative timeframe has been uploaded to the yoursaytweed.com.au/fingal-building-heights.

    Comprehensive Development Application Review – As part of the project plan, Council staff has undertaken a comprehensive review of all development applications within Fingal Head over the last 15 years. The objective of this review was to understand the nature of development which is generally being sought as well as an understanding of development compliance with the existing suite of development controls.

    Community Conversation 01 – March 2016 – A Council hosted afternoon at the Fingal Public School hall which was attended by approximately 80 local residents who generously contributed to informal discussions about planning and design matters within Fingal Head.

    Conversation with the Fingal Aboriginal Community – Council followed up on an invitation to have an informal conservation with the local Fingal Head Aboriginal to discuss a wide range of cultural, environmental, planning and design issues.

    Preparation and distribution of the Fingal Head Building heights Survey – The survey was distributed to local Fingal Head Residents and had over 120 responses.

    Preparation of a survey review report – The survey review reports documents all the feedback which Council received during the survey consultation process. This included returned surveys as well as a number of formal correspondences. The survey review report was uploaded onto the Your sayTweed website for general download and review in April 2017.

    Commencement of an Issues and Options Matrix – Following on from the survey review report, a number of clear design and planning issues and thematics emerged along with a diversity and at times divergence of opinion relating to each of those issues and thematics. In order to provide a clear understanding of these issues and options which Council would like to investigate with the community a simple thematic/issue matrix is being developed. A draft of the matrix will be uploaded to the Yoursaytweed website when a draft is complete.

    Preparation for Community Conversation 02 – planning has commenced for the next community conversation which is being scheduled for May 2017 at the Fingal Public Hall. The intent of the next community conversation will be three fold:

    · Present back the outcomes of the building height survey

    · Present the Issue / Thematic Matrix

    · Workshop the various options within small resident groups.

    Next Steps:

    Look out for a Tweed link advertisement and a group email (to those who previously supplied email addresses) with details of the next community conservation scheduled for May 2017.
