Schedule of works and funding

There are several major construction projects underway in the area that are not related to 4 laning program of works that may cause disruptions to motorists and pedestrians. These works are being undertaken by various developers and we have no control over the timing of construction.

The majority of the Tweed Coast Road widening works are funded by Developer Contributions that are levied under Section 7.11 of the NSW Environmental Planning and Assessment Act. Section 7.11 enables Council to levy contributions from developers to provide public amenities and services, which in this case includes the Tweed Coast Road upgrade.

Funding arrangements and the status of each section of Tweed Coast Road are explained below. Please refer to the concept plan to understand where each section is located.

  • Sections 1, 3, 5 and 6

Developer Contributions to Council from developers will be used to fund these sections. Council is currently undertaking the detailed design of each of these sections.

For sections 5 and 6, traffic forecasting envisages works will be required within the next 5 years. Undertaking the design works now enables Council to gain the necessary environmental approvals and identify and undertake early works (e.g. service relocations, noise fencing, land acquisitions) so that they are in place prior to the road construction commencing.

Sections 1 and 3 are more longer term, being required more than 10 years into the future. However, the current design work has enabled Council to ensure that sections 2 and 4, which are being constructed by developers, are compatible with the future 4 lane requirements of Tweed Coast Road. Council will also nominate the project for infrastructure grant funding assistance as opportunities arise from NSW and Australian governments.

  • Section 2

This section was designed and is being constructed by the developer of the Kings Forest estate, Leda Holdings Pty Ltd, as section 2 includes the intersection for the major entry road into the new estate. In this situation, instead of Council levying a contribution from the developer, Leda will directly pay for the design and construction of the works and will receive a credit on the amount of Developer Contributions that it will need to pay. Section 2 is being constructed by Leda so that when access to the new estate is necessary it will be in place.

  • Section 4

The design and construction works at the intersection of Tweed Coast Road and Cudgen Road were paid for by the NSW Government. This is because the works at the intersection are required for the new Tweed Valley Hospital. Construction of section 4 was completed in late April 2023, as it needed to be operational before the opening of the Tweed Valley Hospital.
