What does the Code of Meeting Practice Policy do?

The Code of Meeting Practice sets the rules for how Council meetings and meetings of Councillor-only committees are run. It ensures meetings are open, accessible, orderly, effective and efficient. The policy is based on the Model Code developed by the Office of Local Government (OLG).


Recommended changes to the policy

The Office of Local Government released the updated 2025 Model Code of Meeting Practice in August 2025. We’ve updated our draft policy to reflect these changes. The OLG says the main goal of the new Model Code is to make sure meetings are conducted with dignity and order, reflecting the importance of democratic decision-making and building public trust in councils.

Why are these changes recommended?

Under the Local Government Act 1993 and the Local Government (General) Regulation 2021, Council must adopt a meeting code that includes all mandatory parts of the Model Code. We’ve also included some optional and supplementary provisions that support the intent of the mandatory rules.


What does this mean for the community?

These changes aim to:

  • improve how meetings are run
  • promote respectful behaviour in the chamber
  • strengthen community confidence in Council’s decisions.
